Request for Proposal (RFP) for Provision of Consultancy Services for Terminal Automation System

Tanzania International Petroleum Reserves Ltd (TIPER) is a hospitality storage facility for bulk fuel, with its shares divided equally between the Government of Tanzania and Oryx Energies SA (based in Switzerland). The company’s office is located at Kigamboni Industrial Area, Depot site-plot #1, Dar es Salaam, Tanzania.

TIPER hereby invites, via International Competitive Bidding (ICB), experienced consultants registered in both mechanical and electrical or instrumentation to provide consultancy services for the Terminal Automation System.

Interested and eligible bidders may request an electronic copy of the tender document through the following email: tiper.procurement@tiper.co.tz, by sending an application letter and a copy of company registration certifications from the Engineering Registration Board (ERB) or a similar certification for foreign consultants from Monday to Friday, 08:00 AM to 4:00 PM, between 17 March, 2025 and 4 April, 2025.

Bidders MUST visit the site. Site visits will be conducted on Monday, 24 March, 2025, from 10:30 hrs to 12:30 hrs.

Bidders are required to come with their own Personal Protective Equipment (PPE) during the site visit. The minimum PPE requirements are steel-toe safety boots, worker’s helmet, and cotton reflector vest / cotton overcoat / cotton overall. Consultants who do not bring the correct PPE will not be allowed to conduct the site visit.

Bidders must submit hard copies of bids (one original and one copy), enclosed and sealed in a single plain envelope marked Tender No: TP/03/2025/ICB/S/04 for Provision of Consultancy Services for Terminal Automation System. Soft copies must be submitted on a USB flash disk embedded in the copy document. All bid documents must be addressed and delivered to Tanzania International Petroleum Reserves Ltd, P.O. Box 2608, Kigamboni, Dar es Salaam.

The deadline for submission of tender documents will be 14:00 hrs local time on Wednesday, 9 April, 2025.

Bids opening will take place at 14:30 hrs local time on the same day, Wednesday, 9 April, 2025.

Late bids, portions of bids, or electronic bids will not be considered for evaluation, irrespective of any circumstances.

TIPER reserves the right to accept or reject any tender and does not bind itself to accept the lowest or any bid.
